VET Trainers and Assessors Policy
To ensure that the procedures related to the delivery of the College's scope of registration (training packages, accredited courses and units of competency) incorporate the principles contained in Standards for RTOs 2015 Clauses 1.13-1.16 and relevant items of Schedule 1.
The Australian Skills Quality Authority (ASQA) has a number of standards related to the continuing registration of Registered Training Organisations (RTOs). Standards for RTOs 2015 Clauses 1.13-1.16 mandate that:
Clause 1.13
In addition to the requirements specified in clause 1.14 and clause 1.15, the RTO’s training and assessment is delivered only by persons who have:
a) vocational competencies at least to the level being delivered and assessed
b) current industry skills directly relevant to the training and assessment being provided
c) current knowledge and skills in vocational training and learning that informs their training and assessment.
Industry experts may also assist in training delivery and/or the assessment judgement, working alongside the trainer and/or assessor to conduct the training and/or assessment.
Clause 1.14
The RTO’s training and assessment is delivered only by persons who have the training and assessment credential specified in Item 2 or Item 3 of Schedule 1
Clause 1.15
Where a person conducts assessments only, the RTO ensures that the person has the training and assessment credential specified in Item 2, or Item 3, or Item 5 of Schedule 1.
Clause 1.16
The RTO ensures that all trainers and assessors undertake professional development in the fields of the knowledge and practice of vocational training, learning and assessment including competency-based training and assessment.
This policy relates to all VET units of competency, training package qualifications, and accredited courses delivered by the College or any of its teaching partners.
a) Guiding principles
Trainers and assessors are required to hold the current qualification for the delivery and assessment of VET units (according to the prevalent schedule of qualifications specified in the current Standards). However, it is possible for trainers and assessors who do not hold this qualification, but have appropriate industry experience, to work under the direct supervision of a staff member who has this qualification.
The College is to minimise the use of supervised trainers and assessors by ensuring that there is an adequate pool of suitably trained staff. Financial assistance to enable staff to upgrade/maintain their qualifications will be considered on a case by case basis.
Where a trainer/assessor does not have the qualification there must be clear documentation of the supervisory relationship. This documentation is to be recorded in the Register of Supervised Trainers and Assessors located in the VET folder in Sharepoint.
Early implementation of Standards for RTOs 2025:
Those who hold an education degree can be engaged as trainers and/or assessors
- Those who hold a qualification that enables registration as a secondary school teacher in any state or territory are able to deliver training in any VET context under supervision.
- Those who hold a qualification that enables registration as a secondary school teacher in any state or territory and hold:
- the Assessor Skill Set, or
- the VET Delivered to School Students Teacher Enhancement Skill Set
are able to train and assess in any VET context without supervision.
These individuals are still required to meet other requirements imposed on trainers and assessors under the Standards, including holding relevant vocational competencies, current industry skills and current knowledge and skills in vocational teaching and learning.
b) Monitoring of a trainer/assessor working under supervision
When a supervisory relationship is in place the Course Co-ordinator must have the current VET qualification for training and assessment.
Where a trainer does not have the current qualification the supervisor shall establish a plan for monitoring, and then shall monitor the training to ensure that it meets the necessary standards. The supervisor shall record the monitoring plan and the results of this monitoring in the Register of Supervised Trainers and Assessors located in the VET folder in Sharepoint.
Where an assessor does not have the current qualification the supervisor shall establish a plan for, and then shall monitor the assessment to ensure that it meets the necessary standards. The supervisor shall record the monitoring plan and the results of this monitoring in the Register of Supervised Trainers and Assessors located in the VET folder in Sharepoint.
The Manager, VET courses shall review the Register of Supervised Trainers and Assessors on a regular basis (at least once per semester) to ensure that there is consistency between the monitoring plan and the recording of this monitoring.
