Transition of VET Training Packages and VET Accredited Courses Policy

Background:

Clauses 1.26 and 1.27 of Standard 1 of the Standards for Registered Training Organisations 2015 made under the National Vocational Education and Training Regulator Act 2011 relate to the transition of training packages and accredited courses. Specifically these clauses require that the transition of training products occurs as follows:

Clause 1.26
Subject to Clause 1.27 and unless otherwise approved by the VET Regulator, the RTO ensures that:

a) where a training product on its scope of registration is superseded, all learners’ training and assessment is completed and the relevant AQF certification documentation is issued or learners are transferred into its replacement, within a period of one year from the date the replacement training product was released on the National Register;
b) where an AQF qualification is no longer current and has not been superseded, all learners’ training and assessment is completed and the relevant AQF certification documentation issued within a period of two years from the date the AQF qualification was removed or deleted from the National Register;
c) where a skill set, unit of competency, accredited short course or module is no longer current and has not been superseded, all learners’ training and assessment is completed and the relevant AQF certification documentation issued within a period of one year from the date the skill set, unit of competency, accredited short course or module was removed or deleted from the National Register; and
d) a new learner does not commence training and assessment in a training product that has been removed or deleted from the National Register.

Clause 1.27
The requirements specified in Clause 1.26 (a) do not apply where a training package requires the delivery of a superseded unit of competency.

Purpose:

The aim of this policy is to ensure that the college’s transition of VET training packages and VET accredited courses incorporate the principles contained in standard 1.

Scope:

This policy applies to all College and Third party staff involved in the training and delivery of VET training packages and units of competencies.

Statement:

The College is obligated to remain informed about changes to VET Training Packages and VET Accredited Courses. When changes do occur the College shall facilitate smooth transitions by ensuring that the following happen:

The College's scope of registration is updated
Internal systems are updated
Transition arrangements are established for existing participants
New students do not commence training and assessment in a training product that has been removed or deleted from the National Register.
Students receive the current training package, unless they are genuinely disadvantaged in transferring to that product
Students are only transferred to a new course/training package after they have been consulted and agree to the transfer
Where a training product on its scope of registration is superseded the College will transfer all learners into the replacement package within one year from the date the replacement training product was released on the National Register
The College will only deliver training and assessment for an expired (but not superseded) qualification within a period of two years from the date the AQF qualification was removed or deleted from the National Register
The College’s website and advertising materials will be updated to accurately reflect the College's scope of registration.
