Background: 

According to the Compliance Standards of the 2025 Standards for RTOs, the “Transition of training products”, the RTO must ensure that:
a. where a training product is superseded:
          i. no individuals are enrolled in the superseded training product from the period commencing one (1) year from the date the replacement training product was included on the National Register; and
       ii. all VET students enrolled in the superseded training product have completed the training product and been issued the relevant AQF certification documentation or have been transferred into the replacement training product in a timely manner;
 
b. where an AQF qualification is no longer current and has not been superseded – all VET students enrolled in the training and assessment leading to the qualification have, within a period of two (2) years from the date the qualification was removed or deleted from the National Register:

i. completed the qualification; and
ii. received all AQF certification documentation relating to the qualification;

c. where a skill set, unit of competency, accredited short course or module is no longer current and has not been superseded – all VET students enrolled in the training and assessment have, within one (1) year from the date the training and assessment is deleted from the National Register:

i. completed the training and assessment; and
ii. received all AQF certification documentation relating to the training and assessment.

The College will not allow individuals to commence training and assessment in a training product that has expired, been removed or deleted from the National Register.
 

 

Purpose: 

The aim of this policy is to ensure that the college’s transition of VET training packages and VET accredited courses incorporate the principles contained in the Compliance Standards of the 2025 Standards for RTOs.

Scope: 

This policy applies to all College and Third party staff involved in the training and delivery of VET training packages and units of competencies. 

Statement: 

The College is obligated to remain informed about changes to VET Training Packages and VET Accredited Courses. When changes do occur the College shall facilitate smooth transitions by ensuring that the following happen:

  • The College's scope of registration is updated;
  • Internal systems are updated;
  • Transition arrangements are established for existing participants;
  • New students do not commence training and assessment in a training product that has been removed or deleted from the National Register;
  • Students receive the current training package, unless they are genuinely disadvantaged in transferring to that product;
  • Students are only transferred to a new course/training package after they have been consulted and agree to the transfer;
  • Where a training product on its scope of registration is superseded the College will transfer all learners into the replacement training product within one year from the date the replacement training product was released on the National Register;
  • The College will only deliver training and assessment for an expired (but not superseded) qualification within a period of two years from the date the AQF qualification was removed or deleted from the National Register;
  • A current training package or accredited course can have units of competency which are superseded or expired.  The VET Regulator advised that the superseded or expired units of competency within the current training package or accredited course must continue to be delivered and should not be replaced by the new units of competency.
  • The College’s website and advertising materials will be updated to accurately reflect the College's scope of registration.
