Background: 

The Australian Skills Qualification Association (ASQA) has a number of standards related to the continuing registration of Registered Training Organisations (RTOs). Standards for NVR Registered Training Organisations 2012 Standard SNR 15 mandates that training and assessment must be delivered by trainers and assessors who:

(a) have the necessary training and assessment competencies as determined by the National Skills Standards Council or its successors;

(b) have the relevant vocational competencies at least to the level being delivered or assessed; and

(c) can demonstrate current industry skills directly relevant to the training/assessment being undertaken; and

(d) continue to develop their vocational education and training (VET) knowledge and skills as well as their industry currency and trainer/assessor competence.

Purpose: 

To ensure that the procedures related to the delivery of the College's scope of registration (accredited courses and units of competency) incorporate the principles contained in Standards for NVR Registered Training Organisations 2012 standard SNR 15.

Scope: 

This policy relates to all VET units of competency, training package qualifications, and accredited courses delivered by the College or any of its teaching partners.

Statement: 

a) Guiding principles

Trainers and assessors are required to hold the current qualification for the delivery and assessment of VET units (TAE40116 or equivalent). However, it is possible for trainers and assessors who do not hold this qualification, but have appropriate industry experience, to work under the direct supervision of a staff member who has this qualification.

The College is to minimise the use of supervised trainers and assessors by ensuring that there is an adequate pool of suitably trained staff. Financial assistance to enable staff to upgrade/maintain their qualifications will be considered on a case by case basis.

Where any unit (or part thereof) is delivered by a trainer who does not have the current qualification (TAE40116 or equivalent), preference is to be given to a trainer who has the antecedent qualification (TAE40110).

Where any unit (or part thereof) is assessed by a assessor who does not have the current qualification (TAE40116 or equivalent), preference is to be given to an assessor who has the antecedent qualification (TAE40110).

Where a trainer/assessor does not have the qualification there must be clear documentation of the supervisory relationship. This documentation is to be recorded in the Register of Supervised Trainers and Assessors located in the VET folder in Sharepoint.

b) Monitoring of a trainer/assessor working under supervision

When a supervisory relationship is in place the Unit Co-ordinator must have the current VET qualification for training and assessment.

Where a trainer does not have the current qualification the supervisor shall establish a plan for monitoring, and then shall monitor the training to ensure that it meets the necessary standards. The supervisor shall record the monitoring plan and the results of this monitoring in the Register of Supervised Trainers and Assessors located in the VET folder in Sharepoint.

Where an assessor does not have the current qualification the supervisor shall establish a plan for, and then shall monitor the assessment to ensure that it meets the necessary standards. The supervisor shall record the monitoring plan and the results of this monitoring in the Register of Supervised Trainers and Assessors located in the VET folder in Sharepoint.

The Manager, VET courses shall review the Register of Supervised Trainers and Assessors on a regular basis (at least once per semester) to ensure that there is consistency between the monitoring plan and the recording of this monitoring.
